The "Fleecehold" Trap: Is your new freehold home subject to management charges?

Imagine moving into a brand-new house.
You’re excited to have your own garden and a nice street to play on. But then, a bill arrives in the mail. It’s not for your electricity or water—it’s a "service charge" from a private company you didn’t choose, asking for hundreds of pounds to cut the grass on your street.

​This is happening to thousands of families across the East Riding. People are calling it "Fleecehold" because they feel like they are being "fleeced" (robbed) of their hard-earned money.

​What is a "Fleecehold"?
​Usually, when a new street is built, the local council takes over the roads and parks to keep them tidy using the tax money everyone already pays.

​But lately, builders have been handing these jobs to private management companies instead. This creates big problems for families:

Double Paying: Families pay their normal Council Tax, but then they have to pay these private companies extra money for the same things.

No Choice: The bills can go up and up, and homeowners often have no way to stop it or switch to a cheaper company.

Messy Streets: Sometimes these companies take the money but don't bother fixing broken streetlights or cutting the long grass.

Long Waits: It can take over 10 years for the council to finally take over the street and make things fair.

The Liberal Democrats are Fighting Back
​The East Riding Liberal Democrats along with our MPs in Parliament from across the UK , think this system is unfair. They believe that if you buy a home, you should really own it without hidden costs.

​Helen Morgan MP, a Liberal Democrat who speaks up about housing in Parliament, says the system is a scandal. She told other politicians:
​"It is a system that allows developers to... charge residents for the privilege of living there... It is an absolute scandal."

How You Can Help
​The government is asking people what they think about these private estate rules. This is the best time for people in the East Riding to stand up and demand a change!

The East Riding Liberal Democrats want everyone affected to join in two big surveys (called "consultations") to tell the government to stop "Fleeceholds":

“These charges are unethical, moving to a new home is stressful and costly enough without adding in these unnecessary costs. Our residents deserve better and we will continue to campaign for change; please complete the surveys to add weight to our arguments.” Cllr Gareth Shephard
